Part A regulations


A regulatory body is like a professional body but it is not a membership organisation and its primary activity is to protect the public. Unlike professional bodies, it is established on the basis of legal mandate. Regulatory bodies exercise a regulatory function, that is: imposing requirements, restrictions and conditions, setting standards in relation to any activity, and securing compliance, or enforcement. The regular body which looks after my sector is OFCOM. Ofcom is the communications regulator in the UK. They regulate the TV, radio and video on demand sectors, fixed line telecoms, mobiles, postal services, plus the airwaves over which wireless devices operate.
They also make sure that people in the UK get the best from their communications services and are protected from scams and sharp practices, while ensuring that competition can thrive. Ofcom operates under a number of Acts of Parliament, including in particular the Communications Act 2003. Ofcom must act within the powers and duties set for it by Parliament in legislation. The Communications Act says that Ofcom’s principal duty is to further the interests of citizens and of consumers, where appropriate by promoting competition. Meeting this duty is at the heart of everything we do. Accountable to Parliament, we set and enforce regulatory rules for the sectors for which we have responsibility. We also have powers to enforce competition law in those sectors, alongside the Competition and Markets Authority. Ofcom is funded by fees from industry for regulating broadcasting and communications networks, and grant-in-aid from the Government.

All of this means that the effectiveness of Ofcom is very high as if anyone or anything gets reported to them they will resolve the situation and insure that what ever the problem was has been resolved and taken care of what has happened and why they may have been reported to them. The way in which the resolve situations is by taking down TV adverts or anything which has been aired out on television if they feel as though the complaints which have been obligated as been offensive or failing to serve its purpose. 

The constraints which are faced by my media industry which is television is censorship as television shows which are appropriate for 12 and over and shown before 9:00pm as after this time shows which are appropriate for 15+ are able to be aired out at this time. The reason why this is done because it stops children which shouldn't be able to watch these inappropriate shows are unsuitable for them. It is also done because then it gives an indication to parents when they need to be careful at what they watch and put on if there child is still watching the television. They have chosen this time to be the watershed because the majority of children 12 and under will usually be in bed or heading up there and wont be watching the television anymore. 

A conterversal moment in television which i will be talking about is in an episode of 'The Simpsons' where the family all go to Brazil to try and find and help a brazilian orphan. The episode in question contained a lot of stereotypical south american acts happening and a lot of stereotypical locations such as Bart gets eaten by a rainforest anaconda, homer gets kidnapped for ransom, and some of the locations which the family were in during this episode were rat infested colourful dirty slums. All of this caused the entire country of Brazil to be offended by this and the country lost tourist revenue from it. The government also threatened to sue fox (the creators of 'The Simpsons'). To insure that fox wasn't sued and 'The Simpsons' wasn't taken down from air. Fox made a public apology to the country. 
Part B employment opportunities

The job roles that are available in my sector are: 
Actor: Actors interpret others' words in order to bring a script to life, and to put flesh and blood on characters.
Agent: Agents represent performers and creative team members working across the disciplines of film, television, radio and theatre, and find work for clients.
Art director and assistant: Art Directors realise the Production Designer's creative vision for all the sets and locations that give productions their look and feel. Assistant Art Directors turn initial sketches into worked-up drawings from which sets are built or locations adapted. 
Assistant choreographer: Assistant Choreographers work with Choreographers to help realise their dance or movement design concepts, and train Dancers and Actors.
Audi/dubbing assistant: Audio or Dubbing Assistants manage the preparation and maintenance of all audio suites.
Booking co-ordinator: Bookings Co-ordinators/Schedulers are part of the team that supports the work of Post Production personnel and clients, helping to organise the work flow of the technical and creative people involved.
Boom operator: Boom Operators control the long boom arm, manoeuvring it as close to the action as possible in order to achieve the best quality recording. 
Broadcast engineer: Broadcast Engineers work in a television studio or on location, making sure programmes are broadcast at the right time and without interference.
Camera assistant and operator (single camera and studio): Offers general support to the Camera Operator and this is the specific job role which i want to go into as a career in the future. 
Director: Directors in TV are responsible for the look and sound of a production and its technical standards, enhancing, refining and realising original ideas into finished programmes.
Producer: Executive Producers are responsible for the overall quality control and success of TV productions.
Lighting director: Lighting Directors use the script or brief from the production team to design the specific look required for each shot.
Post production runner: Runners are part of the team that supports the work of senior Post Production personnel and clients. They are often a combination of waiter, cleaner, handyman and messenger. But it is a role that offers the opportunity to learn about every aspect of the industry, and make valuable contacts.
Production manager: Production Managers are responsible for production scheduling and budgeting, and ensuring that productions run smoothly.
Journalist: TV Broadcast Journalists collect, verify and analyse information about news and events, and present that information in an impartial way.
Presenter: TV Presenters work at the front line of television, introducing and hosting programmes, reading the news, interviewing people and reporting on issues and events.
Vision mixer: Vision Mixers edit programmes live (as they are being transmitted or recorded), using a variety of transition methods, such as cuts, mixes, wipes and frame manipulation.
Sound recordist: Sound Recordists record sound on location or in a studio to enable the highest quality 'real' sound to be recorded at the time of filming.

Some of these jobs you can tell over lap because some of them are assistances and the full role. An example of this is a camera assistant and operator which is the assistant role and not the full role. The full role for this specific job role is camera assistant and operator. Another way in which these job roles over lap each other is a director and producer as they are both in charge at how the show is run and works which means that there job roles my lap over each other and they have to work together. Another set of job roles that may lap over each other and mean they have to work very close together is a lighting director and the camera operator as they both have to work together to insure that they get there right lighting and a camera operator and lighting director can both be the same person. More job roles which over lap is camera operator and sound recordist as they both have to insure that the sound and visual effects are working perfectly otherwise it would look weird if there was only sound and no visual feature and same the other way around.

The way in which people can develop and envolve over time is by getting a promotion or getting enough independence to move up in the ranking as well. Usually when you start off in this sector your career will start off being a runner for a show to begin with and then you develop you knolegment in what you specifically want to do. Then an example of me is that I want to become a camera operator so after I start off being a runner I will normally have to go and be a camera operator assistant after that so that I can learn specifically how to use the camera and some techniques which I should and could use when in the future I become my own camera operator.

The reason why you should always update you knowedgement in this sector is because the technology and information is always changing and getting a lot more complex and widely used a lot more. It also means that it could set you aside your other competitors in your sector who may want the same type and specific job as you, it could potentially be the difference from you getting the job over them. Getting work experience and gaining more experience than someone else is a big factor which could mean you getting the job over someone else, as it shows that you are dedicated to this job role and you have also already experience what its like in comparison to someone who may not have work experience in that specific job role. To help you gain experience you could communicate with someone in the industry or if you know someone who is already in that industry then they will be your link into it. You can also have tours around television studios such as the BBC and sky.

I believe that  would be a good candidate for this job because I am hard working and always insure that the job is done to a very high standard, and this is shown with my level 3 BETC 60 credit media where I gain a D* for it. I am also media literate as I have been doing media at school and college for 4 years now. Also I have experienced what it is like working in the media world first hand in television as I have done some work experience where I went to the master chef studio which I help and observed the filming of one of the amateur episodes being filmed. I have also gained other experience in the media industry in television where I went to 'The London studios' and observed an episode of 'The Jonathan ross show' being filmed and then later on I was able to go and use some of the equipment on the set of 'The Apprentice you're fired'. The reason why I was able to take all of these opportunities was because I have got contacts in the television and media industry which are very well known and are very experienced themselves.

The media sectors consist of:

·       Broadcast television.
·       Radio.
·       Film.
·       Animation.
·       Commercials.
·       Corporate production - using film, CD-ROM or DVD formats for training, PR and sales.
·       Interactive media - web and Internet, off-line multimedia, electronic games and interactive TV.
·       Music

The chosen media sector that I have chosen to focus on is broadcast television because in the future as a career I want to be able to film broadcast television and become a cameraman. This would mean that choosing to do television would be much more helpful to me compared to if I decided to chose film or something else.


An example of a private is ITV as the budget is funded for them by advertisements so everything that they make has been founded by the adverts which they use and show during the breaks of there TV shows which consist of: The X-factor, This morning, Britains got talent, Jonathan Ross show etc. The shows which they produce and air out are all very different which means that this company will have a very different variety of target audiences and will cause them to gain a wider audience range, and mean that company will pay more to be able to get there advert on this channel. The reason why a company might decide to become private rather than public is because it then means that there budget wouldn't depend on what ever the government is willing to give them, and they would be able to have more control with there budget and mean that they will have more to spend as well as. They might also decide to go private rather than public because it means that the government can spend the money on something else, which could be of more importance.

An example of a public service media within the television media industry is the BBC. You can tell that the BBC is a public media industry because there budget and all of their money comes from the government as an annual income. The BBC has a variety of different TV channels such as BBC One, Two, Three, Four, CBBC, and cbeebies. On these different channels there is a variety of different shows shown such as: Master Chef, Russell Howard's good news, Doctor who, casualty etc. All of this means that there target audience is very wide and can be from toddlers to people who are in there 80s. The reason why a company may decide to become a public service media rather than private is because it mean that during their shows they wont be showing adverts and breaks. This mean that more people are likely to watch there shows or get a lot more into these shows because there aren’t any breaks and the majority of people don’t want to be watching a show or anything with breaks happening in between all of the shows.

multinational is when something is shows in another country, in this instance the thing shown in another country will be a television show or channel. An example of this would be the BBC and ITV. You can tell this because these channels and companies are shown in other country’s. The reason why this is done is because in some instances with ITV it could mean that they get more money for there adverts since there will be a higher number of people watching it. It also mean that when people from the UK go on holiday they are still able to watch their normal shows which they might normally watch as if they were at home and in the country which they live in. Often hotels and resorts will have this in there rooms (depending on where the people staying are from and what language they will understand the most).

An independent television network is ITV as it 
launched in 1955 as Independent Television under the auspices of the Independent Television Authority (ITA, then after the Sound Broadcasting Act 1972, Independent Broadcasting Authority, now Ofcom) to provide competition to the BBC.it is also the oldest commercial network in the UK. Since the passing of the Broadcasting Act 1990 its legal name has been Channel 3, to distinguish it from the other analogue channels at the time, namely BBC 1BBC 2 and Channel 4. In part, the number 3 was assigned as television sets would usually be tuned so that the regional ITV station would be on the third button, with the other stations being allocated to the number within their name.

A media conglomerate, media group, or media institution is a 
company that owns numerous companies in various mass media; i.e. televisionradiopublishingmotion picture, and the Internet. According to the magazine Nation, "Media conglomerates strive for policies that facilitate their control of the markets around the world. An example of a conglomerate television network and company is the BBC because as well as them having a variety of different television channels and networks they also have radio stations and motion picture documentary and films. The reason why the BBC has chosen to do this is so that they are able to entertain a wider variety audience.

Diversification is the notion media companies expanding and branching out in to different areas of the media industry. For example a company does television broadcasting branching out in to radio broadcasting or internet streaming, this is diversification as the company is diversifying what they do, creating a more diverse company. Cross-media regulation is the control and restriction on the amount of dominance a media company can have within their respective market, this should prevent monopoly within the creative media sector. If Cross-media regulation was not used it would be possible for a media company to increasingly grow and posses the controlling market share in the media, therefore the use of this stops companies diversifying to the extent that they do not let their competition have a chance. An example of how this is used is whenever a company wishes to merge with another company, diversify their company or takeover a smaller company it must be cleared with a regulating body beforehand so that it is clear that they will not possess too much media control from their proposed notion.

Vertical and horizontal integrationIs the process of a company increasing production of goods or services at the same part of the supply chain. A company may do this via internal expansion, acquisition or merger. The process can lead to monopoly if a company captures the vast majority of the market for that good or service. An example of this is the television industry is if the BBC brought out another channel because it means that there increasing the service to their audiences by showing and producing more shows.

Share of ownership: Shared ownership schemes are provided through housing associations. You buy a share of your home (25% to 75% of the home's value) and pay rent on the remaining share. You'll need to take out a mortgage to pay for your share of the home's purchase price. The way that this works is that two or more people may own a specific television company or they could be more than one person in charge of broadcasting shows. 

Mergers and takeovers: In a general sense, mergers and takeovers (or acquisitions) are very similar corporate actions. They combine two previously separate firms into a single legal entity. Significant operational advantages can be obtained when two firms are combined. In fact the goal of most mergers and acquisitions is to improve company performance and shareholder value over the long-term. An example of how this could happen is if the BBC and ITV become one television show and then combined all of their profits. 

 Sources of income: The source of income can vary depending on the company and if it is public or private. For example the BBC's source of income is the government.

Product diversity: The process of expanding business opportunities through additional market potential of an existing product. Diversification may be achieved by entering into additional markets and/or pricing strategies. An example of how this could happen in television is if the BBC decided that they wanted to go into another type of different industry. 

Profitability of product range: This is the variety of how much profit a product or service can make.

Performance against financial concerns: 
Financial performance is a subjective measure of how well a firm can use assets from its primary mode of business and generate revenues. This term is also used as a general measure of a firm's overall financial health over a given period of time, and can be used to compare similar firms across the same industry or to compare industries or sectors in aggregation.

Organisational objectives: Organisational objectives are short-term and medium-term goals that an organisation seeks to accomplish. An organisation's objectives will play a large part in developing organisational polices and determining the allocation of organisational resources.

Licenses and franchises: 
A franchise is a type of license that a party (franchisee) acquires to allow them to have access to a business's (the franchiser) proprietary knowledge, processes and trademarks in order to allow the party to sell a product or provide a service under the business's name.

Competitors:
 an organisation or country engaged in commercial or economic competition with others. For example the BBC and ITV. 


Customers: This can also be classed as the target audience and viewers.

Evaluation for documentary

After presenting my documentary to the client the feedback that he gave me was that they enjoyed the introduction of my documentary with the time-laps going as its something different compared to what most documentarys will do and use as there introduction. They also liked the music that I had playing behind it as I made it seem happy and cheery even though the topic area was quite a dark and bad one. Th reason why I decided to do this is because this is kind of like what happened before the riots happened, as in it was all calm and happy and nothing seemed different but then the mood just changed and switched from that to become dark and even a bit scary for some people. They also liked the way that they time-laps cut when the beat came. I decided to do this because I thought that it would look a lot more smarter and would make the time-laps and the song look and seem like there were in time with each other.

After my main target audience had watched my documentary the feedback that they gave me was that they enjoyed the introduction and time-laps also because they said it was different and made it seem like the documentary could be interesting and entertaining. They also said that they would of liked to see more interviews and more interviews with a variety of different people as I had only interviews two different people and they were both the same gender and weren't that different other than there opinions and what answers that they gave.

The peer and Tutor feedback that I got also said that they liked the time-laps as it really set the mood and made them want to continue watching it and really dragged them into and and wanted to find out what it was about and why it had been made since most of my peers are mostly from around that region or have been there before and know what the atmosphere and setting is like. They also said that they would of liked to see more information being put into there about why it all happened and in greater detail about how this came to an end. The reason why I only put a limited amount of information into it is because all the detailed information was difficult to find and most of the clips and documentary's where I found this in had been copyrighted so that mean that I was unable to use it within my own documentary. Also I was very close to the deadline of when my documentary was to become completed and didn't have enough time to ask if I had write to use these specific clips which had information on it.

There were a lot of constraints which happened whilst I was filming my documentary such as; when I went to film my time first and main time-laps I filmed it quite late during the day which mean that it got dark before I was able to film from all the other different angles that I wanted to film it at, and lead to me not being able to film my time-laps from all the angles which I wanted to film at during that day and had to come back to complete that. But because I had to come back another day to complete my filming it mean that I was running behind on my schedule and was getting ever so close to the deadline at which I needed all my filming to be complete. Other constraints that I had to do with filming my time-laps is that the second date that I had booked in to finish off my time-laps filming it began to rain just as I reached Croydon high street, which also mean that I was unable to film on that current day for the fact that the water would get on the equipment and would mean that the quality of the film wouldn't be as good as I had hoped and liked.

Another constraint that I had was finding and getting clips which hadn't been copyrighted so that I was able to use them as I didn't have enough time to be able to as the creator and owner of that clip if I would be able to use it within my documentary. All of these contributors meant that my over all documentary wasn't as long as I hoped it would be as I was very limited to the amount of time that I had actually editing and putting all the clips together which I was able to use and also because I didn't have enough time to ask for permission to use the clips and videos of what I would like to of used for my documentary.

The improvements that I would make to my documentary if I was able to re-do and improve my documentary is that I would insure that I interview a vast and wider variety of people and maybe people who were involved with the riots such as police officers and shop owners who were affected by it. I would also give myself more time to be able to complete all of the filming before hand so that I didn't have to worry about completing the task behind schedule and meaning that I have failed the task that I had been given.

The budget for the making of my documentary is very low which means that the equipment I will have to use and the editing software will have to be cheap to use and means that it doesn’t cause me to spend to much money. The way in which I plan of over coming these difficulties is by filming my documentary with equipment which I am allowed to borrow free of charge (unless I break or loose any of it). This means that I don’t have to spend any of my budget on any equipment which I need in order to complete and film my documentary. Another way in which I have come over the struggle of having a small budget is by using editing software which is free for me to use. The software that i will be using is iMovie which is available and free to use within college as they are also supplying the macs at which I will use iMovie on and edit my documentary with. The final way at which I came over the fact that the budget for my documentary is small is by only using clips and music which aren’t copyrighted and means that I don’t have to pay the artist to be able to put there music in my documentary. All of these contribute to means that I will stick to my budget and wont go over the amount of money which I have as my budget.


The time schedule that I have set myself towards filming is that I will spend approximately 30 minuets in Croydon filming along the high street so that during pre-production I will be able to speed it all up and create a time laps with the clips which i have already filmed. I will also spend 10 minuets interviewing people and members of the public about here opinion on Croydon and the riots so that we are also given a wider variety of opinions on what people believe happened and how the police controlled it all. Then during pre-production and editing I plan on spending 4-5 hours editing and finishing off my documentary. All of this will mean that I complete my documentary in time and means that I am able to reach the deadline.


The only personnel in which will be taking part in my documentary are members of the public and also students at my school. This means that I don’t have to ask or book anybody specifically as it depends mostly on who will be available at the time when I will be filming my documentary. The time at which I will need personnel is during my filming in Croydon high street as I will be filming a time laps of people walking to and from Croydon which means that I don’t need to just specifically one person in particular during that scene at which I will be filming. Another time when I will need personnel is during my interviews as I will be interviewing students and other members of the public for it so that there is a variety of opinions so that more people will be able to relate to it and give there different opinion on the subject of Croydon during the riots. This all means that during non of my scenes I need a specific person or personnel which makes it easier to film all my scenes and complete them and film them when I have scheduled to film and complete them.


During the time filming my documentary I have not had to hire or rent out any facilities. The reason why I haven’t done this and haven’t had to do this is because when I have only needed one or two specific people to film it has only been for a short period of time, which means that I haven’t had to worry about the need of a facility. As well as that when I was filming with some specific people it was indoors and means that if they did need a facility it meant that they were close and in the same building and floor at which I was filming.


During the course of my filming for my documentary I only filmed only a small selection of locations. The locations at which I filmed at are: Croydon high street at which I filmed the clips to be able to create a time laps and create a back drop for the text which I use in my documentary. The other location at which I filmed at is inside my college, I will film the interviews inside my college because some of the members of the public which I will interview will go to my college or will work there. Another reason why is because if I did the interviews outside then it could mean that the audio isn’t as good as I would like it to be considering the wind and other background noises.


During the time of my filming the only location and place where I needed clearance was to be able to film my interviews inside one of the classrooms. The reason why I needed clearance for there is because a teacher could be teaching in there at the same time at which I want to be able to film and may mean that I have to move location to film, but luckily the classroom wasn’t being used during the same time when I wanted to film. If for example I wanted to film inside the whitgift centre or inside central in Croydon then I would have to get clearance to be able to film in there and would need to have security authorization with it.


All of the clips, footage and music that I will be using in my documentary wont have copyrights as that makes it easier for me to use and means that I don’t have to ask for permission. But if there is a clip or bit of music that i wish to use then I will have to ask the person who created that clip of bit of music if i will be able to have it in my documentary and come to an agreement with them to do with it.


As I have been creating and filming my documentary I have insured that I haven’t broken the codes of practice and regulations because my documentary isn’t offensive or harmful to anyone at all which means that I haven’t broken the broadcasting code. If I had broken the codes of practice and regulations then it would of meant that my documentary wouldn’t of been suitable to be released and means that my documentary would be taken down and I would probably have to re-do my documentary of take it back to pre-production and made sure that it was then suitable.

Week Assignment

Tittle: crime- croydon

Short summary: This documentary that i will be filming will be about the crime that happens in the area of croydon and what effect this has on people who also live around in this area. It will also be showing and telling the audience why this should stop happening.

Length: The length of this film will be around 5 minuets.

Film completion date: will be on the 08/01/2016

Specific filming dates with locations: All of the filming shall be completed by the 18/12/2015

Locations: The locations that I will be filming at is croydon high street where we will be conducting interviews and getting an insight of what Croydon high street is like. All the permissions to film at these locations has been accepted

production team, key people, places, objects: My production team will consist of myself and Sam Dench. There aren't any key people that are needed throughout this as the people we will be interviewing will be random members of the public. The key places which I will need to visit is Croydon high street, and potentially Coulsdon high street (if there is enough time available for it). The equipment that I will need to be able to create my Documentary is a camera and tripod which I will be borrowing from the college.

Key messages: The key message that I will be saying throughout my documentary is why we should minimise the amount of crime that is happening and how all of this crime affects the local residence there and how it affects croydon as a place. The stories that i will be telling will be about crime situations that have happened recently and what affect that has on people such as eye whiteness and people living close to there.

Use your film: Through my documentary I want to be able to raise awareness about the crime that is happening In the Croydon area and educate people on why we should minimise this from happening and stop it completely.  Another thing that I will want to educate on is about what impact all of this have on people around the area which should also show why we need to minimise crime from happening.

Target audience: My chosen target audience for my documentary is 15+. Th reason why i have decided this is because then it means i can go into more detail with the crime and there maybe some explicit language during it as well.

Music: Currently at this moment in time there is no specific song that I will be using. I will be using a range of non-diegetic music that I will be using depending on what mood I want the audience to have during that specific part in the scene. For example if its a serious and tense moment then i will use very quiet and slow song.

Archive: From my research that I have conducted I haven't been able to find any other media resources which I would like to add into my documentary. The resources that I have been trying to find are interviews of people who have been involved in these recent crimes, But so far I have not been able to achieve this goal.

Other notes: Other things which I will have to consider when filming this is making sure that I ask permission of everyone who I am about to film and if there okay with me using it for my documentary. Another thing that I will have to consider is the weather because if I am feeling in a location that is open then the quality might not be as good as I would like it to be, which means that I will have to pick and chose  wisely at what day I decide to film at these locations.
